Are imported UK educational textbooks completely free from KRA import duties?
Not completely — UK educational textbooks are not fully “duty-free in every sense,” but they are largely exempt from import duty in Kenya.
However, they may still attract other taxes and fees when imported.
1. Import duty on textbooks (customs duty)
Printed educational books fall under a preferential exemption category in Kenya:
- 📚 Import duty: 0% (exempt) for printed books
- This applies to most educational textbooks under HS classification
So in most cases, you do NOT pay customs import duty on textbooks.
2. Other charges still applicable
Even though import duty is waived, textbooks are not completely tax-free.
A. VAT (Value Added Tax)
- VAT is charged at 16% on imported goods
- Printed books are generally still subject to VAT unless specifically zero-rated or exempt under a special program
B. Import Declaration Fee (IDF)
- Usually 2.5% of CIF value
- Applies to most imports, including books
C. Railway Development Levy (RDL)
- Typically 1.5% of CIF value
3. Summary of tax treatment for UK textbooks
For educational textbooks imported from the UK:
- ✔ Import duty: 0% (exempt)
- ❌ Not fully tax-free
- ✔ IDF: 2.5% applies
- ✔ RDL: 1.5% applies
- ✔ VAT: 16% may apply depending on classification
4. Important clarification (common misconception)
Many importers assume:
“No import duty = completely free import”
But in Kenya customs law:
- Import duty is only one component
- VAT, IDF, and RDL still apply unless explicitly exempted
So textbooks are duty-free, not tax-free.
5. When textbooks may qualify for stronger exemptions
Full or partial relief may apply if:
- Imported by approved educational institutions
- Part of donor-funded education programs
- Classified under specific government exemption schedules
In such cases, VAT or other levies may also be reduced or waived.
6. Bottom line
UK educational textbooks imported into Kenya are:
- ✔ Exempt from import duty
- ❌ Not fully exempt from all taxes
- ✔ Still subject to IDF, RDL, and possibly VAT depending on classification and importer status
